No. Two components are present, salt and water; you can recover them again by boiling off the water and leaving the salt behind. Separation by physical means is the test, not appearance. The component count is greater than one. What makes salt water a solution and not just a mixture in the ordinary sense is that the value of its phase_of_matter property depends on how much salt is in how much water.
